Wood Stove Replacement Program

Notable feature(s): Significantly reduced particulate matter ensuring Clean Air Act particulate attainment. One of the few no-interest loan programs for wood stoves.
Incentive Amounts
The City of Pendleton offers homeowners no-interest loans of up to $3,500 to replace an uncertified wood stoves and inserts with an approved heating system, such as a Oregon Department of Air Quality (DEQ) approved wood stove, or a pellet, propane, natural gas, electric, or oil (new, free-standing oil tank) device. The loan must be repaid over five years in monthly installments.
Program Duration
The program is ongoing until funds are depleted.
Procedure
Interested loan applicants should apply with the City of Pendleton at the Community Development Department. Applicants have the option of working with an approved contractor to help with the disposal of the old wood burning device and installation. Receipts, permits, and other paperwork must be provided.
Requirements
Homeowners located in Pendleton and up to three miles outside of city limits are eligible. Homeowners may choose to work with an approved contractor or perform a self-installation. However, if they chose to self-install, the loan will not cover the labor costs associated with the installation. Applicants must submit a certificate from the Pendleton Sanitary Service to verify the disposal of the uncertified stove. Applicants must also secure a mechanical permit for the new device and have the installation inspected by the proper officials. A lien is filed on the homeowner’s property to ensure loan repayment.
